PDDTJ Galați: science and technology parks, guide in consultation until 29 October Programme sheet · Opening soon PDDTJ Galați — infrastructure and services for science and technology parks (guide in consultation)

On 8 October 2026, the Ministry of Investments and European Projects (MIPE) opened public consultation on the Applicant's Guide for the component "Support for business infrastructure – developing the infrastructure and services needed for science and technology parks in Galați County", under the Sustainable Development and Just Transition Programme (PDDTJ) 2021–2027. The guide is part of Priority 4 of the just transition component, dedicated to Galați County. Comments can be submitted within 15 working days of the announcement, and the ministry's page gives 29 October 2026 as the closing date of the consultation.

In brief

  • Programme: PDDTJ 2021–2027, Priority 4 (Just Transition – Galați County), action "Development of enterprises and entrepreneurship"
  • Authority: MIPE, as Managing Authority
  • Target area: Galați County
  • Subject: the infrastructure and services needed for the development of science and technology parks
  • Consultation period: 8 October – 29 October 2026 (15 working days)
  • Where to send comments: secretariat.dgpim@mfe.gov.ro or to the MIPE office at Șos. București-Ploiești nr. 1-1B, Victoria Office, Intrarea Menuetului nr. 7, Bucharest, sector 1
  • Status: guide in public consultation; the call has not been launched

What does this component fund?

The component under consultation covers the infrastructure and services needed to develop science and technology parks in Galați County. Unlike industrial parks, which mainly offer land, utilities and halls for companies, a science and technology park is designed around applied research and technology transfer: laboratory and pilot-production space, incubation services for innovative companies and a direct link with the university and research community.

The MIPE announcement does not publicly detail the eligible activities, the budget of the component, the maximum value per project or the intensity of support. All of these are set out in the draft guide, published on the ministry's website as a 1.31 MB archive, and may change following the consultation. Until the final guide is published, the figures should be treated as proposals.

Who can apply?

The categories of eligible applicants are set out in the draft guide and were not presented separately in the consultation announcement. What the announcement does make clear is that the call is dedicated exclusively to Galați County, the only territory covered by Priority 4 of the just transition component. By comparison, the sister component of the same action, "Support for business infrastructure – industrial parks", was aimed at the administrative-territorial units of the six just transition counties and the Valea Jiului ITI, with a call worth 98 million euro opened on 28 January 2026 and a closing date shown by MIPE as 28 September 2026.

Institutions in Galați that are planning or already running a science and technology park project (the county council, town halls, universities, research institutes or structures created by them) should read the draft guide now, while they can still influence the conditions.

How much money is available for Galați?

According to the programming page of the Just Transition Programme, Galați County has a total allocation of 387.5 million euro, the fourth largest after Gorj, Hunedoara and Dolj. This sum funds all interventions in the county: support for SMEs, business infrastructure, energy, mobility and workforce measures. The exact allocation for the science and technology parks component was not given in the consultation announcement and is to be confirmed in the final guide.

How do you submit comments?

  1. Download the draft guide from the MIPE page dedicated to the PDDTJ/PTJ guides (the archive contains the guide and its annexes).
  2. Make your comments specific, referring to the section and page of the guide, and propose alternative wording.
  3. Send them to secretariat.dgpim@mfe.gov.ro or submit them at the ministry's office by 29 October 2026.

The South-East Regional Development Agency (ADR) republished the consultation announcement on 12 October 2026, in its PTJ announcements section, and is the regional contact point for potential beneficiaries in Galați.

What this means for your institution

Our recommendation for public authorities and universities in Galați is to use the two weeks of consultation for two things. First: checking that the project you have in mind is compatible with the proposed conditions (type of applicant, mandatory partnerships, state aid regime, eligible costs). If something does not fit, now is the time to ask for a change, not after the call is launched. Second: taking stock of the documents that take time, in particular the legal status of the land, the technical and economic documentation and, where relevant, the partnership agreement with a university or research institute.

A common pitfall in business infrastructure calls is proof of real demand: evaluators want to see companies and research teams that have confirmed they will occupy the premises, not just an attractive building. A science and technology park without a services plan (incubation, technology transfer, access to laboratories) risks a low score or sustainability problems. Prepare letters of intent and a realistic operating model well in advance.

For companies in Galați, the component does not provide direct funding, but it opens up the prospect of dedicated space and services for innovation in the county. If you have a research and development project, it is worth discussing with the university or the county council about including it in the future park. You can also check other schemes you may be eligible for through the eligibility check.

Frequently asked questions

Is the call for science and technology parks in Galați open?

No. On 8 October 2026, MIPE put only the draft Applicant's Guide into public consultation. The call will be launched only after the final guide is approved, by order of the minister, and the submission period has not yet been announced.

Until when can I send comments on the guide?

Comments can be sent within 15 working days of the date of the announcement, and the MIPE page gives 29 October 2026 as the closing date of the consultation. They are sent by e-mail to secretariat.dgpim@mfe.gov.ro or to the ministry's office in Bucharest.

What is the budget of the component and the maximum value per project?

The consultation announcement does not state the budget of the component, the maximum value per project or the intensity of support. These elements are proposed in the draft guide and may change after the consultation. Galați County's total allocation under the Just Transition Programme is 387.5 million euro, for all interventions in the county.

How does this differ from the industrial parks call?

The industrial parks call, under the same PDDTJ action, was worth 98 million euro, was aimed at the administrative-territorial units of the six just transition counties and the Valea Jiului ITI, and was open from 28 January to 28 September 2026. The new component targets Galați County exclusively and infrastructure for science and technology parks, that is, space and services geared towards research and technology transfer.

Can private companies apply?

The categories of applicants are set out in the draft guide, which was not summarised publicly in the consultation announcement. Interested companies should follow the final guide and, in the meantime, talk to the county council or the universities in Galați about taking part in the future park.
